A Proposal of the Mental Health Delivery System in Korea



Abstract
For the improvement of mental health policy, the government of The Republic of Korea laid a draft of The Mental Health Act before the National Assembly at the end of 1985. In this situation, the authors reviewed the present status and problems of the mental health care system in Korea and outlined a proposal of desirable mental health deliverysystem. Finally, an essence of The Health Act was duely offered.
The main problem of present mental care system could be summerized lowings.
1) The number of mental patients should be under the mental health care be estimated to be 332,350640,000 required psychiatric beds could be es¢¥ at minimum 22, 000 or maximum 80, 000.
2) In the present situation, 490 ne chiatrists and psychiatrists, and 136 psyc ¢¥ trainees are practicing in the field of health. Approximately 6, 000 beds are the psychiatrists¢¥ practice. This number psychiatric beds comes under 27.8% required beds, 4.0/b of all hospital beds, 0. 15 bed per 1, 000 general population.
3) On the others, there are many tutions for the mentally ills in Korea; hundred and forty two non-medical ion tutions are holding. about 21, 390 mental ~t tients without medical or psychiatric sum vision or control.
4) There is no integrated delivery systea.. for the mentally ills. Cooperative function among various psychiatric units and super Y¢¥ vising or controlling function to non-medal institutions are unfortunately lacking.
Regarding this present situation, a model of mental health delivery system and redolations for education and function of mental health workers were presented after do consideration of socioeconomic condition of Korea.
Finally, a proposed draft of The ~feAtd Health Act was formulated.
